Of course, After the Google panda and Google penguin update, Content is King and Backlinks are queen in SEO. So you have to add unique quality content and Create quality backlinks structure for your website. Then try to add your content in your website and if its not possible then create one blog section in your website and those content in that blog section and promote it in Social media website. This will help you to cache your website in google as well as your website traffic also increase.

Yes content is very important but it depends on website. For example: If you have an image sharing website like picasa then why you will publish content there. So you should work on rest things like backlinks, design etc.
