Cloaking is black hat seo techniques. Webmasters used to create pages with keyword stuffing to show to search engine bots. When you click on that link that shows different version to the visitors. It affects in loosing your visitors trust. This strategy will drop your ranking and your website will be removed from indexing. Always you should provide relevant information to the keywords being searched.

Cloaking is a black hat SEO technique and is considered unethical and misleading. The idea of using cloaking is that the user browser shows content different from that which is crawled by the spiders. This is done for the sake of increased optimization but due to its unethical nature, it is not a suggested technique.
