So one is well-advised to link one's profile everywhere one can and with highly pertinent keywords in the anchor text, the reason being that one's Twitter profile is hosted on a different domain even though it is closely related to one's site. Hence by doing so, you can pass along a great deal of trust to it from your site, thereby making your links to it much more valuable.

I don't think there is any doubt that Google notices the social media buzz. Twitter is a big part of that nowadays. Some sites work better than others on Twitter but it is still advisable to have a presence as opposed to none at all.
