It is un-ethical black hat SEO technique. The programmer writes a content for search engine purpose, but not for the people. Consequently, the search engine sees one content, but visitor sees other content. It's violation of Google webmaster guidelines.

Cloaking is types of black hat seo method. if you make your site in flash, and show it in html. it's also a cloaking which is against search engine rules and regulation.

Cloaking is a black hat SEO technique. The website uses a different type of contents to fool the Google spider as well as human users also. There is different contents and data one for the user's browser another for search engine spider, these technique fools both. Don't use these techniques for your website.
