Both are important. Building great content is necessary as it is your first step towards ranking ;and building backlinks helps to build authority to your website and is an important metric for ranking well. Hence both should go parallel and both are equally important.

Both are important bcuz backlink will increase your page rank and unique content will be counted had fresh content on internet and will not be mixed up with copy content in search results

They are both needed to rank top on SERP's. Also, we need to build high quality contextual back links and also need to have unique engaging content on the website

A little bit of both? But I suggest that 80% of your focus should be on the content, and the rest would be on promotion. Because it is still your job to let people know that such article exist.

Both go simultaneosly side by side because if u have a large no of backlinks and thin amount of data or you have a large amount of data and few back links .in both cases gooogle won't take your website in consideration. so take both these things side by side to excel in seo.
