The Indexing Issue on Google

Well, you can say that I am really one of those guys who have just started out on my quest to be a good web master. I am really seeking info so that I would be able to understand and maximize the benefits that I could get when it comes to the whole matter of SEO or search engine optimization at the current times. I know some basic stuff about SEO but I really do realize too that this is not enough. Now, my current site has fluctuating SERP position and this is what I am seeing when I use different web browsers like safari, IE, and others. Does it have something to do with the Google indexing?
