Google penguin harm your website if you broken any rules and regulation of search engine so do not break rules.
Make website with full of original content with quantity. get high pr backlinks from trusted websites. get backlinks from your niches website. Do right SEO. |

Don't link to low quality websites, and diversify your links anchor text. build links that get traffic so that way you hit two birds with one stone.
