It's very simple if you know what is "IN" and what is "Out"?

Inbound means incoming links towards your websites, blogs or forums from other 3rd party sites

Contrary, Outbound means outgoing links towards 3rd party websites from your blogs, forums, or websites!

Really simple theory you see?
