You must be running into some kind of server configuration problem... Are you using website caching? I've seen that cause problems on certain sites which are not compatible.... Also you may be referencing remote scripts which is causing the delay as loading is synchronous... You could try and place your javascript references at the end of your html file... That one simple change for me has massively increased performance...
Another thing check your server logs... especially for errors... and of course contact bluehost support.... I recommend you test your site on various website performance tests that you can find online as that may give you some clues
