SEO and traffic both are different terms, SEO mainly and solely focus on bringing your website on Google's best position while traffic is another department, but yes if your website is at top position for any keywords then it would surely get you good and reasonable amount of traffic, social bookmarking sites basically gives you traffic as people search for you there and high PR dofollow social bookmarking websites gives you good rankings as well.
