First of all you need to know what type of penality google done with the website. If it is related to content (stolen content) then you must replace the content with fresh content and if it is link penality then with the help of google webmaster you need to identify the low quality backlinks pointing to your website, collect these backlinks and remove backlinks from all low qualilty sites. Notify the google that you have taken action on google penality and request google spam team to reveiw your website and remove the manual action from your website.
