If you are not technically strong then go for CMS. You can develop by yourself in CMS.

If your question is about which of the PHP CMS are the best, then I can define it in several contexts. For example, for bloggers there is no better choice other than WordPress which is mostly used for publishing blog posts. Whereas if you are looking for something creative, then prefer Drupal which offers a powerful performance for developers and is the ideal choice when it comes to creating corporate sites etc. If you want a website with a complex functionality or if you want to create e-commerce site, then Joomla is preferable. Some other PHP CMS you can prefer includes SilverStripe and CakePHP etc.

For ease of use, speed and flexibility I don't think Wordpress can be beaten IMHO. I have found Joomla clunky.

Wordpress CMS is best and in Php Codeigniter framework is best for me. It is however necessary that you must have full knowledge of a CMS and PHP framework you know. There are many CMS like Wordpress, joomla, drupal, presta shop, shopify, etc and PHP frameworks including codeigniter, zend,... etc.
