Boths are very important.

You can write quality content and submit high pr sites so you can get quality backlink. and you can't write quality content , your content is not Approved Some High pr sites, so If your content is powerful, you can get powerful backlink.

yeah both quality content and good back links from high pr sites will help to increase traffic. unique and fresh content attract user to come to your site.

Both back links and content are important for page rank. Both need to be in a quality way. So that the page rank will be high.

Both are important. A good quality content with high competitors is hard to get the top position in page one without backlink. good backlink and good content will get high authority site.
