Keywords are what Search Engines will use to display results based on client searches. For example if you use the keywords "website creator" then when a person searches "how to create a website" your website may be displayed. But this will depend on the ranking you have on that search engine. If it doesn't get displayed then it means there are lots of results with the same keywords which have higher ranking that yours. Perhaps you are asking how can one get the high ranking? Well the answer is to have good content on your site that is regularly updated, then have a substantial number of backlinks linking to your site.

Looking for keywords which you would use is a science and mainly it should combine keywords with low competition/high monthly usage and the keywords your would be customers would choose.

There are still some search engines that use keywords in order to generate their lists, but I think that they are slowly becoming outdated by Google overall. Google will only continue to take more factors into consideration when they decide how to rank a website. I am sure they already take a variety of different keywords into consideration when deciding what your website will rank and not rank for. Eventually, I believe that Google will take the overall social value of a website, the quality of the content on that site, and a number of other variable when ranking a website on its' search engines.
