Websites which have Control Panel are Dynamic whereas Static Websites has no CP.

Dynamic website it means that the site pages will be called on run time process. And static site the website is developed by developer one time completely.

Websites with developed user control panel are dynamic and others without any Cp are static.

static websites are written in html and from lots of pages a website can created and when you want to make changes in site you have to do it yourself or to pay webdeveloper and it can be changed through dreamweaver .
dynamic website is created by web developer who is strong in asp.net,php,java and more and when you want to make changes you can do it directly from control panel or from admin .and dynamic websites are updated by itself automatically.

A static website is the simplest kind of website you can build. Static websites are written in HTML and CSS only, with no scripting. The only form of interactivity on a static website is hyperlinks.
A dynamic website is a website that not only uses HTML and CSS, but includes website scripting as well.

Dynamic website is a heavy and you can create unlimited page but static website is a not heavy and it is limited pages.
