the best operating system in computers is LINUX. I am using Ubuntu for my computer and it is working very fine and ok .... so many new functionalities are there in new Ubuntu version... Try it...

Windows 8 is the latest OS which is very user friendly compared to other versions. Its features are still more advanced than Windows 7. So, install Windows 8 OS.

There is no "best" OS. All are different and are made for different people and different needs. I prefer Mac, but like I said, all are different and have pros and cons. Perhaps give a little more information as to what you will do on your computer and we can give you a better response.
