To get better rank for the website create backlinks from high PR websites. Because high PR sites passes page rank to the linked site. So any technique including social bookmarking, blog commenting and forum posting can be used to create backlinks but from Hogh Pr sites.

You should use off page techniques like bookmarking, blogging, article submission, ad posting, forum posting etc to increase traffic on your website. You must also use unique content and create quality backlinks to get high rank of our website.
