It breaks Google’s rules, not laws. Have you seen the filth on Instagram? Companies are paying “influencers” to advertise products and are not disclosing it.

I do not recommend you to buy backlinks from anywhere because search engine considers it as a spamming.

Buying backlinks is not recommended as they resemble link trading and Google does not prefer paid backlinks. Your website can get penalized for buying backlinks.

If you want to acquire back links through outreach, you need to:

Create a quality content asset that’s worth promoting

Build a relationship with each opportunity
Request link placement on the qualified websites

If your request is approved, you then need to create content
If you don’t want to create the content yourself, you need to go through the process of hiring a writer

To be very honest, I would not recommend you to buy back-links as it will not effect your web ranking. Do it by your self with different contents. 10 back-links with good discription is better than 500 paid back-links.
As to answer your question, you can easily find paid back-links on google advert.

Agree with Ashar , I would not prefer buying backlinks, but yes there is one site Fiver.com on which you will get some people who sell backlinks.You can refer this site
