Are you meaning to know the best linking strategy post Penguin update? Because Panda was solely against duplicate, spun and otherwise low quality content....It had nothing to do with link spamming...

Make sure:
- You have variation in your anchor text
- You are not buying/ exchanging links
- Your website is compelling enough to pull natural backlinks
