I think the answer to this question depends on where you are coming from. Both are different where you have to paid for PPC on advertising instead of SEO, seo is totaly free but it take time, effort and lots of quality work.

both are very effective and useful for driving more traffic and to gain the popularity of the website but the fact is that ppc is cost effective as comparison to seo

seo is long time activity
