Negative SEO is something which Google denies lot of time but it exists. Your opponenet through tons of bad and spammy links to your website and hence your website got penalized. Google has denied it so many times but when they have created disavow tools it is one form of acceptance of negative SEO. If you are not able to remove those bad links individually you can disavow them.
