According to me Buy backlinks is not safe If you will build backlinks manual then it is the best for your website.

Buying baclinks is not a good thing to do
this is because google ranks your sites backlinks based on the relevance and quality of the backlink Buying backlinks typically puts your links on spammy or untrusted sites and this indicates to google that your site may too be spam lowering your rank and if the link is irrelevant this will also damage your site So yeah basically dont do it! No its is not safe to buy them!
If the link pages are not relevant which I am sure they probably wouldn't be then it's a waste of money, we are very careful with our man with a van sites and only manually create links which takes time but is safer. You could use SEO Spyglass which will help you find competitor sites links.

Buying backlink is a grey hat seo technique, and too many paid links can harm your keyword ranking and your website can get penalized in search engines.
